and at the same time, they were not winning a thing, getting ridiculed in europe, and acting like a farming academy of developing talents that their competitors would poach and integrate into winning teams

Yeah you are right on this. In Wenger's case it was primarily the board for not putting in money and accepting farming academy role

In atleti's case, it is the board again, but they have money to spend and they spend it towards making Simeone the most expensive manager in the world. They don't care to evolve their team. They are content with cL money and no titles

Simeone may be the highest paid manager in the world, but he is also the cheapest manager in the history of At Madrid, their revenue has quadrupled since he arrived. The club has earned several billions on the back of him keeping the club constantly inside the top 4 in the Spanish league.

At this point Simeone resembles Mourinho. Completely washed. Atletico can achieve the same results for a fraction of the price. And play better football while at it.

Not a chance in a million years. Simeone is the best thing that has ever happened to Atletico de Madrid, anything short of giving him a lifelong contract is criminally stupid. But of cause, to understand that you have to know the history of the club and how Spain function as a society. The absolutely overwhelming and extreme improvements the club has seen under him has no equivalent in any European football club. Whoever follows him will run the club into the ground, we are talking Segunda with such absolute certainty that the bookies will have you to pay them when your bet on the club being relegated is won.

The only other manager that has had anywhere remotely a similar impact on a clubs fortunes is Johan Cruyff. Under Simeone Atletico has gone from being the most under performing club in Spain in the previous 3 decades to be the only club capable of winning the league other than the 2 horse race between Barcelona and Madrid, that is la liga.

Atletico managed 6 seasons out of 75, winning at least 60% of the matches in the league before Diego Simeone took over the club. Since he took over the club has managed 9 out of 12.
