Regardless of if he knew or not, it remains true that Negreira Sr didn't provide any documented services to the club. Negreira Sr, by all accounts, is the one who received the money and who met with the club etc.

Ironically, he is the one who was most willing to talk, even though he probably hasn't told the full story. He confirmed, in interview, that the payments to him referred to his role and influence in the CTA.

If I had to guess it's probably more and more likely Spanish Authorities are probably not going to do shit, and Perez decided to go to UEFA in hopes they can do something but UEFA said they won't do anything until the Spanish authorities rule on it.

What Florentino is doing is a desperate act to ban FC Barcelona for a year from CL. But the case is very weak.

In general UEFA throws clubs out of continental competitions for failing to comply with the FFP. In a rare case Fenerbahce were banned from CL in 2011 due to match-fixing and their president thrown in jail. But that case, as far as I remember, was overwhelmingly GUILTY charged. Evidence, wiretaps, etc. The way Juventus were caught during the 2004-2006 investigation.

Barca's case is blown out of proportions. The main evidence are invoices, official documents, that Barca made payments to Negreira's firm for analytical services. Nothing beyond that is provable and it goes into conspiracy land. What if Barca paid Negreira for refs to sabotage Real Madrid? And why did Real Madrid won multiple titles in the period of 2001-2018?

Jokes aside the allegations are serious particularly from an ethical standpoint.

Although there is certainly no evidence of match fixing or referee bias in favor of Barca this does not alter the fact that the club's reputation has suffered in the eyes of the public given that it made payments to the VP of the refereeing committee.

I don't understand where all this optimism comes from.

Serious sanctions certainly won't be imposed but the stigma will remain regardless.
