I think he was probably better at 16 than he's now at almost 18. His cousin Toni has developed better over this time.

It's very likely Guille has decided to leave this summer and club already knows about his decision and that is one of the reasons he's not playing much though OTOH Belletti is starting Victor Barbera lately and he's also set to leave. According to reports he already signed contract with Valladolid but it's true Delgado is also only here on loan and likely won't stay beyond this season so from developing perspective doesn't really matter which one of them plays.
