I think there were high expectations, certainly higher than when Pep took over - everyone was excited for him but there were no lofty expectations upon his hire. Despite the dire financial situation Bartomeu left the club, Xavi had a lot of pressure & expectations with little to no budget really
I think apart from tactical changes, the biggest adjustment is in mentality - Xavi's Barça that lost out to Inter lacked sufficient mentality required at at that level in cup competitions and Flick's Barça despite losing to Inter as well did not

I don't think this is controversial. Pep has struggled with less than strong (or all-time great) squads, but when he does have them, he also produced the highest level of football in history (or at worst, top 3 highest).May be over the top, but I'd take Flick with a subpar squad ahead of Pep or Luis Enrique. I believe he can get more out of an imperfect squad than both of these, even though if the squad would be pristine, Pep would be king by a distance, and I'd prefer Lucho to Flick.
