Most of these players were in their prime not too long ago(say 3-4 years ago) so I had to include them. Modric from 10 years ago isn't considered better than the player of the last 3-4 years for example.. But I agree, If you include many players from 10 years ago they'd be even more stacked...

You could say that it's been one of his weaknesses throughout his career. Not the worst penalty taker(far from it) but it's 50/50 in crucial moments. The thing is Argentina don't really have decent PK takers. Di Maria isn't a specialist, and Lautaro missed about 30% of his penalties..
