He said several things today.

"We are relaxed. Ter Stegen won't be unemployed in the summer."

"I'm not a lawyer. The question is whether this will affect done deals as well or not"

"As things stand it still looks as if ter Stegen will leave Gladbach in the summer."

"The way I understand the FIFA statement, a summer transfer to Barcelona is out of question. But we're relaxed."

I guess he doesn't know more than we do.

I just hope he won't rush to go find some other club to play, thinking he won't be able to come over this summer, and then finding out he can after all.

Why is that a concern? If the deal is signed, he can't do anything until it's certain he can't come

During the press conference for Gladbachs next game at Nuremburg Max Eberl told reporters that he's not concerned at all about the transfer of MATS.

When asked if ter Stegen could play for Gladbach next season he just smiled and said that the only way this is going to happen is if the whole world comes to an end and Gladbach is the only club left on the planet.

Though, that doesn't state that he's exactly signed with Barca, but I would bet quite some money on ter Stegen playing for Barca next season.

Also, the Rheinische Post newspaper(lokal and well informed about Borussia) wrote that ter Stegen already signed earlier in the year for Barca.

Nach Informationen unserer Redaktion hat Borussias Mönchengladbachs Torwart Marc-André ter Stegen jedoch bereits Anfang des Jahres einen Vertrag bei Barca unterschrieben

It doesn't matter when we signed him. We wouldn't be able to register him if the ban is upheld.

That's wrong.
Fifa can't do anything about transfers already agreed upon.
The reason for that is that they wouldn't just punish Barca, but also teams that already sold their player to Barca and signed new players because of it.
Just like in Gladbach's case, who already signed the replacement for ter Stegen.

He had been rumored to be on Milans list as well and Abbiati won't play forever. Also, Juve was said to be interested and Buffon will only play one more season, while Arsenal was interested as well.

If Barca does not sign him this summer I doubt he'll end up with Blaugrana in the short term future, as he'll transfer somewhere else.

I doubt moving to the aforementioned clubs where he won't be the undisputed starter right away, is more appealing than guarding the net of FC Barca from matchday 1. I thought his haste to leave his boyhood club was to seize the rare Barca opportunity. And he's been preparing for this move for a few seasons now. He might as well use a bit more patience, and reflection at this moment. Instead, he seems more concerned with escaping from his parent club, no matter what. Compare it to the reaction from Halil's camp that has been very pro-barca, and want this move to work. And when a player is insistent, something can always be arranged. TS camp seems to have already given up, and I won't be surprised if they're already looking elsewhere.

If he takes up an other option, good luck to him (well, not really :p). I hope Barca sign his peer in Leno, raising his profile and making him Neuer's deputy in the process, whilst MAtS ends up as Szczęsny's or J.hart's back-up. :p

No, you are unfortunately wrong. The transfer may be agreed upon, but every season a team has to register players for all competitions. That's where it would go wrong, since MaTS wasn't a Barcelona player before and should be registered as a new player.

Our only hope is CAS will suspend the ban until somewhere in August, so we can do transfers in the meantime. Will obviously mean we have to pay big bucks for players since clubs know we have a) 120M to spend (thanks, Bartomeu!) and b) we will be in a hurry to sign and have a shit bargaining position.

The deal will go through, I'm sure of it. They can't block the move, if we've reached to an agreement with BMG a while ago. If they were to block the transfer that already has signed upon before all the transfer ban stories, they would have to compensate us, borussia and the intermediaries big time. And I think FIFA cares more about their money than screwing Barcelona.

Loaning him to barca B and getting him to train with A team would be a good idea after all.
But yeah we can sign as many players as we want, just can't register them :/

If the deal has already been signed indeed, I really don't get it why Barca haven't announced it yet (similarly as Bayern did with Lewandowski)

It was always rumoured that they'd wait to announce the deal until Valdes announced his new club (which I find absolute BS btw, what's the connection between both cases?), but what are they going to do now, wait until Valdes' recovery in October to announce it?
