It's mostly down to our finances, our reputation remains intact for now. For example, if Barca had the spending power of the PL clubs our pulling power is still far superior, only Madrid have a bigger pull.

Bro, come on now. We are nowhere that bad or desperate. Barcelona will always remain a destination; especially for those of Latin descent. Tottenham will never have the prestige, fanbase or financial backing as Barcelona.
