What does pre season has to do with it? If you could not sign a player after preseason the they better close the transfer window early July. Most players have pre season at a club before joining an other club.

We need to sign a RB this window and there are few options out there with other teams who might also sign a new RB.
That means that Barca cannot chase Bellerin until the end of August with the significant risk of Arsenal still not budging and the club getting forced into a corner with their alternatives who might be gone or suddenly become even more expensive since at the end of a transfer window, for Barca, who got RB as their priority along with a CM, could get quite desperate and other teams will know how to exploit that.
That ends up with two scenarios;
1. Barca might pay significantly more than what they should or could have for a RB
2. We sign no RB and face the same fucking problem next season or sign another mediocre player and again, same problem next season
And I think we all know that scenario #2 is not something unknown to the club with Vermaelen and Song being two examples.

Unless we bid some crazy big offer for him that Arsenal would be tempted at, he's not going anywhere this summer and we will have to look elsewhere.
While it's true we can offer him a starting position and trophies etc, problem is we have no advantage when it comes to the fee. you know damn well Wenger will be like "Give us 60-70 Million and we will think about it"
At best we will offer around 35-40 Million which itself is a lot of money for a RB.

He's from Barcelona. Nothing unusual about it.
He probably has property there from before too and his family decided to move back.
This is apparently a reliable guy when it comes to Arsenal and it adds up with the reports in Catalunya about Bellerin having talks with Wenger this week.
Should move on to someone else. Now more than ever, Arsenal and Wenger himself cannot afford to sell players like Bellerin after all the fan pressure and them missing out on the top 4.

Preseason training just started, but I don't think the players who were at international tournaments are getting back for a few more weeks. I also don't think Wenger will sell anyone without having a replacement lined up. Gibbs is leaving because the Kolasinac rumours turned out to be true. If you hear about us being linked with Semedo or some other RB, then Bellerin might be off too.
