It is to have a European club football window running the course of the season, and then the international football window after it.
That way in the club football off season you have all your international games. Qualifiers, Nations League, World cups whatever.
The theory would be that in the international window you have many more players to select from, so more players would get rested and rotated.
So someone like Pedri and Lamine can play half the nations League games, then a different set of call ups can play the other set of Nations League games.
