I don't think the national team is screwed, they just need a new coach/change in tactics

Kane, Henderson, Wilshere, Gibbs, Chambers, and Ox are all quality young players, I'm sure there's lots more that I can't name off the top of my head, and players like Rooney and Cahill (and others, but again, blanking at the moment) can still put a shift in

EDIT: Baines, Hart, Sturridge, Clyne, Stones, Sterling, Welbeck, Lallana, Butland, Shaw, and Berahino are all pretty good as well, sure some of them won't reach their potential but I'm sure quite a few will

They need to change their approach to youth football. What they teach to kids, what is most important in modern football etc.
And of course stop using those ancient tactics. Some teams in the PL does not even know what pressing or counter-pressing (immediate and organized attack to win a lost ball back asap) is. It is ridiculous.
Some clubs like Chelsea might win titles in Europe but it will only be with a non-English coach and most of the players being non-English too. But the national team is fucked.

Yeah, Germany and Spain is miles ahead when it comes to youth devolopment. A downside of the PL economical dominance.

You're talking about changes that happened three years ago. But you don't see the fruits of youth revolutions until 10-15 years down the line. The Germany side we see now is thanks to changes that were made around 2000/01 when Germany was in crisis. The shift in coaching culture and talent ID is already happening, it's the blocked pathways in the Premier League that are the more worrying problem.

Aren't England's youth sides contending for continental titles?

The U17's won the Euro's last year, but it was an unusually strong group to be fair. Some good prospects like Crowley, Rossiter and Ojo didn't even make the squad.

1-1 Tadic! Matic concedes the penalty (yellow card), Tadic gets a bit lucky but scores!

And I don't think Koeman is that much better than Enrique that we should change managers yet again

That lot are nowhere near good enough to win a wc or euro.
