Yes, but there are still plenty of factors at work despite the low(ish) net spend. Mane and Salah for example being the best wingers in the League (and the latter arguably even the best player). Great scouting, but that doesn't make Klopp a miracle worker. He had some great talent to work with.

Yes, factors such as: proper SDepartment run by the GOAT SD Michael Edwards, data-driven approach on recruitment from staff to footballers to coaches, maximizing ceiling of any investment, and others.

Things I have been crying for at Barca, and people like you laugh at being content with Fatporta's and Xavi's mess

I can tell why Tottenham didn't spend much as they should have. They have to repay the new stadium.

One of the factors Arsenal haven't been competitive since 2005 was their stadium.

Klopp could win what Pep won at City with those resources. However, Pep could never dominate the way Klopp did with a midfield of Milner, Henderson, Wijnaldum, and Fabinho.
