Yes, but they tried to sign Kaka in the first window after he was signed, which shows they didn't lie to him when they promised to try and get in world class players.
No doubt those plans have been put on hold, partly due to Hughes saying he only wants players with PL experience and partly due to knowing that if we get into the top four everything will become a lot easier.
I think the kaka transfer was such a wake-up call for robinho. because yeah, city did try, and credit to ya there, but you just got knocked back. your offer was astronomical and the player told you to go do one. I think it dawned on robinho that no one of his stature and skill wants to come play for manchester city. his form dipped after that.
but even then I think he had sorta adjusted to the big fish small pond thing. but THEN sparky got rid of his mates and started playing some seriously dour football.
