Arguably the most important Cantera player right now. Has usually impressed a lot whenever he has gotten the chance to play with the 1st team and has been touted as the next best midfield talent for quite a long time now.
I don't think it'll be naive to say that we can't afford to lose yet another player, especially not someone as impressive as Samper.
He's not going to dismantle Busquets so it's important he makes the move from a deep-lying midfielder to a more advanced central midfielder role.
With Barca B getting relegated to Segunda B and the 1st team stacked in the midfield department, the club now has to take a decision on what to do with Samper.
With a midfield of Iniesta, Rakitic, Arda(although unavailable until January), Rafinha, Busquets, Sergi Roberto and also possibly Mascherano for 3 positions it seems unlikely Samper will get the enough playing time he needs to develop further, unless someone leaves, but that's highly unlikely.
So the question is, what should we do? Should he keep playing with Barca B in Segunda B(and get called-up from time to time) even though he has showed he is ready to take the next step, infact probably even more so than his compatriots Munir and Sandro who have both already been promoted and are a part of the 1st team for now.
Or should he be promoted with the risk of not getting enough minutes? Or be loaned which seem to be something both the player and the club are seriously considering, and in that case, which team would you prefer him to be loaned out to?
