So what you are basically saying is that younger talented players might have their development under certain managers stalled, but can then go on to become great players once they get a much better coach that knows how to utilize them?
Because that's what you've just said about Xavi, Puyol.
Real talents will always find a way to shine. That's true. But in some cases they need to move elsewhere or get a better manager to do so. Look at Salah and De Bruyne. Well documented examples.
Also, let's forget about Malcom, Dembele and Semedo for a moment. Is there one Barcelona player that's actually played to his potential under Valverde? Rakitic did very well last year in a 4-4-2 where he basically only had defensive duties where it was easier for him to shine, but after the move to a CM again he's been very underwhelming.
The only player that's consistently, constantly shining is Messi, but that's because Messi is an ANOMALY. Even Messi has some off days too.
