A harsher punishment won't be likely to do fuck-all when it comes to the likes of Suarez and him biting people. It's not like his little bursts of insanity are premeditated, and in the heat of the moment, he won't just stop and think: 'Hey, wait a minute, now! I'll get a few more months in the penal box if I bite this prick, so I'd better hold back'.

It's the exact same thinking that makes deluded politicians raise the punishments on crimes, thinking that it'll put an end to mentally ill people commiting heinous crimes.
