That is 28 players, selling 3 is a must at least to have a 25 squad which is maximum.
Marlon, Mina and Samper will mostly leave. Rest is up to the market.

Mina, Marlon, Rafinha, Samper, Paco are to be offloaded I guess.

I see Denis the best among the unneeded list
Mina and Marlon should leave as we already have 4, and next season we should sell Vermaelen and get De Light
Gomes is a must to sell, Rafinha too
Paco and Munir, we need to sell at least one if not both (I see both should leave)
This will end up with:
Stegen Cilessen
Pique Umtiti Lenglet Vermaelen
Busi Raki Coutinho Arthur Vidal Alena
Messi Suarez Dembele Malcom Denis?

We need to let go 6 out of those 8 players if we are serious about giving Alena a chance
Gomes might stay until January due to injuries and new friendly rules by UEFA that allows team to register new signings in CL in winter market, but considering the very few minutes he played last year and new acquisitions he is unlikely to affect the squad if he stays as 23rd man.
Same for Samper who is rehabbing, one year left in contract, zero worth for the team and we won't get money from him. won't play but we will allow him to stay until he signs with another team.
Marlon will go, question is whether it is a loan or sell
Mina? let's hope we finalize a deal.
Rafinha, too good to stay, but too good to let go cheaply. market will decide
Denis: likely to stay unless a surprising offer comes.
Munir: interesting case, contract renewal not signed, one year left, actually worth something in the market. So loan isn't an option. either sell or keep if Paco is sold
Paco: prefer him over Munir, but if Watford offer is real then he should go

I hope we do it with fewest amount of loans, we don't need to be in same position next year ffs

Neither Paco or Munir are good enough even as backups tbh and we have alot of attackers now anyways.

Fekir and Lozano havent signed for anyone yet.

EPL being early is good thing for us, things will be clear by Friday and then we will have the few players whom we know we will have to loan or sell cheaply. I think it plays in our favor
I am starting to entertain the idea of letting both Munir and Paco go, like both actually but if Suarez continues to be starter then I would prefer Messi to be his replacement with one of Alena/Malcolm to be pushed in his place if Suarez doesn't play.

Rafinha will also leave (although I would rather sell Denis) and so will one of Paco or Munir. Regarding Gomes we have to keep praying.

I would keep Rafinha (Rafina replaces the ?????) and Alena. Sell the rest

I don't see Alena as a lost cause as I think he has the talent to make it here. I would keep him here and then send him on loan when Wague is ready to come be the RB's back up (which might happen in Jan. 2019 according to reports) and move Roberto to CM. Rakitic, Busi, Vidal are not going to stay forever and Alena could help ease them out.

Alena has shows some decent talent, he deserves a chance. Don't know if he will make it but he definitely deserves a chance over Denis and Gomes who already had theirs. Regarding Rafinha yeah would like to keep him over Denis and Gomes but later two are hard to sell. Rafinha will fetch some money and balance the books.

The point is...who for Iniesta?
Coutinho? Or a classic trident Rakitic-Busquets-Vidal?
Chance for some cantera's players?

Very hard to understand now...
Too many top players just come back from vacation.
