Absolutely. Unless they do damage in CL outside of that league. Most of the talents Dortmund sold that flopped had their rating explode artificially, purely on Bundesliga performances. The ones that proved themselves consistently in CL are also the ones that confirmed expectations or even surpassed them when they moved to bigger teams.

So... it's best advised to not rush it. Let the player prove himself in CL against superior opposition and more organized teams before you jump with the big fees.
