It does help that they have won most of their champions leagues while being crap in la liga and copa del rey.
If Barcelona played only to win the CL every year, they could easily reach Madrid.

The difference is Barca have the likes of Messi and busquets. So yes Neymar leaving was good as he just disrupted build up. For a team like psg him being missing has a bad effect though because obviously he is a good player
