It's not just Emery. PSG's and their owners ideas about football is that if you buy X, Y and Z for 200m. each you're gonna be a great team. It's like the whole foundation of what makes a great club is either simulated or bought.

At least City are using oil money to build a football identity. PSG are using money to brag about shinny signings. They're the galacticos who play in a mini-league and don't beat anyone worth mentioning.
