First, they need a Hazard replacement in case he leaves, or some top quality player to make Hazard stay.
Second, it is a show of intent of being a top club, although not the very best example.
Third, they need some young blood in their ageing front line.
But the most important being getting into American market & there's no better player (other than Messi, Ronaldo & Neymar) for that.
I just checked out r/Chelsea to see fans reaction & many of them weren't pleased either, but there were many American people who were now more interested in Chelsea than before, many of them even willing to buy Pulisic's shirt. And, that will also help them getting a better shirt sponsorship deal, which will somehow balance the money they overspent on him.
Sportingly, he isn't that bad that he is made of, one of the reason of him not featuring much this season, is because of him wanting to leave. He is just 20 & has a lot of room to grow.
All in all, if he succeeds, its money well spent.
The thing that's bad is the situation of their most promising youngster, Callum Hudson Odoi, who's apparently being earmarked by Bayern, he is extremely talented, arguably better than Pulisic potential-wise, but they now risk losing him because of lack of game time.
