Question is what is it then? Because

1) the hand definitely hit the arm
2) the cross definitely got impeded/stopped
3) the player was intentionally/deliverarely falling specifically because he was trying to stop the said cross.

So I think we have to differentiate intentially falling and slipping.

Based on that it should be a pen.

But if the rule is any kind of falling is not a pen, then the rules have to be amended to become an indirect freekick. Because the action is stopping the progress of the ball for the cross.
