Don't PSG have a limit on how much they can spend because of FFP? Which means that the fee does matter.

Hmm, was there an exact figure published? Since they sign Luiz for 50m and apparently are interested in Hazard I think that there is not a limit. Otherwise it'll be stupid to risk further punishments because of spending big.
