Are you unable to talk in non-extremes? He's not a genius, obviously. But he's not a moron and addresses squad gaps along with his sport directorate very well leaving very few gaps behind.
There have been a handful of poor investments that we never compensated for like Lucas Silva. The rest are reasonable at the very least. Hazard was the riskiest deal he's done since Kaka. One in over 30 operations in a decade.
Compare that with Bartomeu who bought a load of players that do not fit positionally or were too average for task and is unable to assess the fit of a manager or take a good sports risk on better ones.
As i`ve mentioned, look how "popular" he was at the time Benitez got here(firing Ancelotti was not particulary popular either).
If Zidane flopped, you wouldnt be talking about him in such positive terms.
Speaking of managerial signings, this is all rumors, but, there were plenty of talk about Perez wanting Mourinho back.
Though i cant really hold it against him since it never happened, but if those rumors were true, is just another sign that his judgement isnt the best(who would even entertain that idea with several players from that era still being here?).
As for signings, we can look at each signing over the years, but if we just look at the recent years, we`ve spent a good chunk of money on attackers, none of them have really made much of an impact(though that may change), though as you said, at least in theory those signings make sense positionally, as opposed to Bartos.

That why Hazard has been overweight for the whole year? His work ethic is atrocious and even at Chelsea teammates used to say how little he trained.

Was overweight for first 2-3 months of 19/20, lost it and back to normal afterwards.
Work ethic is fine during season.
