Here is the problem, managers need a certain level of control, sporting director along scouting department need another role.
Managers can't play both, if you do it you end up with a managers thinking signing Ibra/Chygrynskiy/Vidal/Arda is a good idea.
This worked in Barca between 2003 & 2008, until Pep pushed what he wanted and then next board gave him middle finger. Only re-established in 2014 temporarily
Quite simply put, because there's just no other way around it, the players you sign must be in the direction of the vision and plans of the managers. That's like the basis of football. It is a direct link between available players and tactics. So the one who makes the tactics and defines the style (obviously the manager) must be directly involved in the selection of the players that make the implementation of that style possible.
There has to be a match between squad and vision. This means the manager must have a key role in player selection. This is what happens at every big club. You think Klopp is not the main decider of the players Liverpool sign? Please. You think it's not Zidane that will have the most important decision of who leaves Madrid this summer? Or who is brought in?
It is not only Pep. Every top team out there has the manager as the centric decision factor in regards of players. Simeone, Klopp, Guardiola, Zidane these managers make constant decisions in regards to transfers. Which is why the manager is such an important decision maker in the planning of the squad. The manager has key roles in player signings, player departures, tactics, motivation, rotations. Most sporting issues about a football team are done with the implications of the manager. Which is why it is very important to not have a gutless wimp managing your team.
