The rule comes as an advantage not a cut so nobody can cry about it as in the old format only 2 teams went advanced, imagine if the rule of CL 1997-98 and 98-99 applied, 1st places go directly and 2/6 best placed 2nd. It happened in 1998-99 in the Barca, United, Bayern group with United going as "2nd best 2nd place" (*the other was uefadrid which finished 2nd after Inter) despite the group being by far the toughest one in Champions League history to this date ( Barca was Pot 1, Bayern Pot 2 and United Pot 3 ). Also, all 6 groups have a weaker team, it's hard to put 24 teams from a single continent and have very though groups and totally weak ones, they're all pretty equal, the uefa coefficient is different than the stupid FIFA Cocaine Ranking.
Look at the World Cups from 1986 to 1994.
Also, 1986 and 1990 were still Win = 2 points untill it was changed to 3 just before the 1994 World Cup, meaning draws x 3 were more precious than 1 win 3-0 and 2 losses, 0-1 each.
