Tier 2:
Spain, Italy

Tier 3:

Tier 4: Croatia and similar countries

Tier 5: Slovenia, Serbia, Albania etc

And now practical examples:
Croatia-Slovenia = refs will help to Croatia
Croatia-England/Italy = refs will help to England/Italy

Regarding tier no1, like France, can any of you can remember 1 KO match in the last 20 years where they were screwed by some shady red card, penalty, soft pens etc?
