He really has. Since the start of 2020, he's been average basically every game. I mean Liverpool are currently missing him terribly arent they.

Didn't watch the games of the Netherlands so I can't say if it is a PSG thing or another issue, but I'd always be careful with players that have played for years for a physically demanding coach like Klopp. He might be drained. That PSG offer might have been a blessing in disguise.
