I like it too but IF his situation at Toulouse won't change I'd prefer to buy him in January. Pay some small fee to get him. Yes, he probably wouldn't play much this season (he wouldn't at Toulouse either) but he could adapt to the team. Obviously we could also loan him to get regular playing time. If we are seriously considering Todibo for the future I don't think signing him on a free transfer and then letting him root in Toulouse B team for another 6 months (he was already out of the first team for 2 months) it's a smart thing to do.
