Being a good tactician is only a part of being a good coach. Maybe he's a poor motivator or doesn't have needed charisma to be a successfull coach on his own. Sampaoli has that so that's maybe why they are a good fit together (I'm not saying that Sampaoli is a bad tactician just that it probably helps him to have another good one as his right hand). I've also read that Lillo was responsible for transition of players from Chile's youth teams to their senior NT so maybe working with youngsters is one of his strong points as well.

Because our most successful coaches happened to be all former very good players either here or somewhere else. Lucho,Rijkaard,Pep Crujif etc.
This club is built on certain philosophies with entertaining football and star based too. Being former player makes you understand how to act with all this star power in the team tbh.
It doesn't have to be former player, but it has always looked like the safer bet
