Well every sane person can see that this is a joke of a "sanction" and "fine" (600 euros).
But both Sport and El Mundo have an interesting article today.

It says that the head of the judges (and the one with the final say) is the 85 years old Alfredo Flórez Plaza, son of military man and former waterpolo champion with Canoe de Madrid (no connection to Franco CF. from what I can see)
This is a very interesting quote which basically says that his entrance into football came basically out of nothing and that he became the advisor to the Referees National Comitee's president José Plaza, formerly a long-time referee, who according to Antonio Camacho (former Franco CF player) actively prevented Barca from winning championships. (there have been several accusations of similar behaviours from former referees mind you!!)

He was also the one responsible for the lack of further punishment to Figo for his career ending tackle on Zaragoza's César Jiménez which did go unpunished as according to him (Flórez), it was not an exceptional tackle as can be seen in the quotation below. Absurd. Although he a few years before that incident did not hesitate to punish Sevilla'a Pablo Alfaro harshly for a tackle on Salgado.

It also mentions another episode from this year, where Pepe made gestures toward FC Barcelonas fans in the Copa Del Rey final which could easily be considered provocative and create unrest in the stadium. He also escaped without further sanction something which did not happen for Giovanni who was sanctioned for two matches for the same gesture in 1997.
He was also responsible for only giving Ramos a red card and no further punishment despite that Ramos's only intention was to hurt Messi.
FINALLY it says that Getafe's manager Luis García got the SAME suspension as Mourinho for saying that the referee was a scandal. The same suspension was given for Levante's manager two years ago for saying "this is a goal", something Mourinho has said on numerous occasions without getting a ban.

Finally it says that in August, when Flórez first opened the charges against Tito and Mourinho, Rafael Alonso, the appointing judge and the same person who was in charge of the proceedings in the case of "Clos Gómez" (referee), the same one who Pep accused of lying. Apparently Alonso wanted a penalty between 2 and 5 years for Pep!
Make your own conclusions but one should be able to easily see that the old man is pro Franco CF which is problematic to say the least.
