Board members aren't appointed by the President. Every board member must be voted into position.
A running candidate can select an individual to be his VPs but at the end of the day they must get elected through the electoral process to gain achieve their position.
In the case of Rousaud, who was recently appointed, any board member (not just Barto) can put a nomination forward for a position and through a board voting process that individual can be voted into a board position. this is what happened with Rousaud
This is how it works, no president can dictate the board of directors. It defeats the purpose of having a board of directors. If this was the case, Barto could just fire both Cardoner and Rousaud tomorrow and be free of it all, but he doesn't have the power to do so.
