But how is this enforcable? France Football can change the criteria all they want, but it's not them who are voting. That's still done by the same people as before who cast votes based on whatever reasons they want in that moment.

A directive is nice, but the people who vote justify something in their head and then vote based on it. Some dudes just vote their teammates, they don't even participate really in the vote for best player, they just like to show appreciation to their mate. There is no police that forbids them from doing so.

I don't think France football changing the directive really does anything. It'll stay like always.
