Yes, the thing with Qatari / Emirati is you can sell them players, but you can never buy them anything valuable because those are their shiny toys and they don't need your money. They would even stop playing UCL (due to FFP) if that was needed to keep Neymar and Mbappe.
Only way Mbappe is leaving PSG is at the end of his contract if he never renews.
