The only issue for SA teams is that they lack system teams with quality.
In general Germany or Italy, Frsnce or Spain had that. It's difficult to win vs system teams. Having all the players abroad and very individualistic is what makes winning WC with Argentina and Brazil dificult this days.
Also the quality is a bit in short supply except for Brazil or is combined with a small stature in Argentina, Chile, Peru, Bolivia and that is not very effective for an export area who tends to prioritize marketability.
Jude is mostly mediocre as talent but being tall and calculated can impress vs flimsy boys. While a Chilean short Jude will need to be a very very good dribbler or very agresive to impress in the same way.
So lots of good players are lost in the process especially in western South America.
Except the one system team that Europe tends to have, but La Scaloneta was better, Copa has 3 teams that will break your head for the trophy and have a structure and even talent, 1 that will break your head and tends to have some exceptional talents, a fast tehnical team and another one full of talents.
In Europe if you are the system team you win or if you have some tactical grit in you.
Copa is more difficult because the refs are genuinely in the 80'.
And in terms of number of people and nations, it doesn't matter that much. Beside Spain, Portugal some parts of Italy, some parts of France and rarely a player from South-Eastern Europe or Low Countries, North, Europe isn't very talented at football. The North and most of the center is similar to Africa. Just because you win due to physical capacity doesn't mean you can ball. Tall teams win more often cups than talented teams in Europe because of the lack in intensity or pure luck.
