I think he could have applied years ago but had no reason to do that until now. And now it will be hard for him to get citizenship with everyone knowing he's about to leave Spain.

Don't know what exactly that small exam means but doesn't seem to me it will be a big problem for Juve to find a way to register him as a community player so the main obstacle is for Suarez and Barca to find a solution to terminate his contract.
