The Belgian league isn't very strong. We'd have to see M-Suarez playing in one of the 4 big leagues (Spain/England/Italy/Germany) to get a good idea of his ability. Even France or Holland would be better than Belgium or Russia.

why can't he get a work permit?

Non-EU players need to play for their country's national teams in order to be able to play in the premier league. This isn't the case with suarez
