He came back from injury a while ago and has played in friendlies for preparation too. Problem with Neymar wasn't that he's rusty. The problem is that he cannot stop hogging the ball. It slows up the tempo of the entire team.

His biggest flaws were out in full force today.

Holding the ball to long and losing it way to easily. With his age I doubt he will ever improve on that either.

A Neymar who was intelligent could be one of the absolute greats, but i think its too late for him, and his stay in PSG certainly will not help him turn away from his constant ball-hogging.
He could still go on to have a great world cup though, he has quality to make a difference.

Typical Neymar performance to be honest when he gets frustrated. People tend to forget very quickly he had games like these quite often for Barcelona. He has talent around him, he can do what Ronaldo does and play it simple and wait for his moment rather than hog the ball so much.
