Actually that is very naive perspective, the board has tried to lure Verratti PSG and now will -if rumors are true- lose Neymar to them. We lose years of marketing of the club,the board is already underfire, RM won 3 in 4 and there is a vote of no confidence coming.
They will have to spend more than 222. You are talking from the logic of how board treat Barca, not how the board protect themselves.
Rosell went for Neymar when we were under crisis after 7-0 humiliation, the board went for Suarez and other big signing after no trophies in 2014 in order to save their asses.

The Coutinho and Dybala rumors already in full force out there today, one step closer to my prediction. As I said, panic buy blindly for a big name. And their interest in Paulinho has been real, not just due to Neymar. Robert is in love with Paulinho and he has been the main choice aside from Verratti of the sporting directors for almost a month now. This 220m influx of cash will incentivize them to pay the buyout. They haven't backed down on a transfer they wanted even once unless the selling team outright rejected and we had no power to circumvent them.
What makes you think they'll suddenly spring up with this whole host of new targets?? They've barely been able to come up with any so far and their judgement won't improve now. Dybala and Coutinho are two of the big names linked to us and Barca will latch themselves onto them. The board have this foolish idea that either of those two would adequately replace Neymar or put us in any better of a position going out of the saga. At no point have they had a plan or even understanding of what they'd do to spend big this summer. They got us a RB, wanted Paulinho and Verratti. Prior to Verratti was the Coutinho phase and Dybala seems to also have had regular links with us, Dembele as well. I think Dembele would've been a good choice that they might have made, but I'll assume BVB will tell us to fuck off for this summer at least. I think they'll pursue Dybala as Ney's replacement and push Liverpool (foolishly, with no success) for Coutinho until August 31st, just as their grand plan was to do for Verratti before PSG told us to fuck off and he hired Raiola. If they insisted on Marco until the last minute
as they themselves said they would, then we would've ended up with Paulinho as our only final transfer. Now, if Ney leaves, it'll be something like Dybala + Paulinho and try/fail to get Coutinho. I think it's very unlikely to end up as more than that, and they'll be fine with having spent something like 70% of the Neymar fee on Dybala and Paulinho.
What you're trying to do is claim that their plan is any more than what I have listed with 0 evidence to suggest so. What I've said is going to happen is completely based on all the evidence of their transfer movements historically this summer and up to this current moment. If you do think there's more to happen, please provide suggestions and evidence/reasoning about why it's plausible.
