We should mention that we also renewed MAtS, Rakitic and Suárez in the same season. I've read an article about that signing bonus thing in Messi's contract. We split it over the time of the contract in order to avoid problems with the 70%revenue-rule. So it is salary + annual part of the signing bonus. This is a good thing for the club, because if a player decides to leave before his contract ends, he will not receive the rest of this signing bonus as it is paid "seasonally". They said in the article about Messi's contract that they did the same with the contract extensions last season.

To conclude, Neymar will "lose" 4/5 of that signing bonus when he leaves now.

Fairly sure 'renewal bonuses' are paid across a contract and get cancelled if player asks for a transfer.

If there is 64m in accounts would guess that is the total for every players renewal bonus/signing bonus.
