Psg don't need an agreement with Barca they Just need to pay the clause and agree terms with Neymar.

1: Verratti + 350m payments can be done over two to three summers
2: 500m over the next few summers
3: Pay the 222m upfront

Neymar is not just talented, but he can financially improve the club he plays for. Letting him go for anything under 300m is a loss.
+ with our current budget, we actually do not need money. Dembele + Seri and we should be okay.

It's just tabloids, I don't believe there is much truth to it. Madrid is trying to get Mbappe but 180m and no guarantee starting position are the reasons why players like Mbappe or Dembele won't go to Madrid this summer. Both wants starting role this coming season before the WC.
