I saw that program on my TV. Barça was having a practice session in the background. Neymar was going through the motions and seemed a bit isolated. Messi and Suarez were talking up a storm.

Bartomeu didn't say that Neymar "can now go to PSG." He did say that Ney can go to PSG, if he wants to, because of the release clause. This is what he has been saying all along. Of course, he prefers for Ney to stay.
