I don't think neymar hates PSG or france, because he pulled this shit with Barca as-well
he comes off as very unprofessional and unconventional no matter what club he is in.
even in the last WC when he got injured he said when watching the brazil 7-1 loss he turned off the TV and kept playing poker

every summer it would take until late August for him to reject rumors despite them starting in June
smart agents convince their players to do that to bring more attention / wage (or contract renewal) discussions
