Someone at decision-making center at Barca is thinking things wrong apparently.

You can't offer 3m to a certified starter, and best CB of the league, and offer to potential newcomers (unproven at Barca or/and top clubs) more.
It's lunacy
and the player will get disappointed and eventually look elsewhere
