Not until recently, in the last couple of weeks or so, the picture started to change, with reports saying he was considering Bayern and lately Bayern is closer to signing him.

The fact that Nagelsmann talked to him might have mattered but come on, you can't deny money was a factor (Bayern offered him 4m and Barca offered him 5m etc. is just a baseless rumor, it contradicted with credible reports saying Bayern offered him more money before). Also there is the Raiola factor, he has incentives to package both him and Gravenberch together and send them to Bayern, as now it seems Haaland is not coming to Barca after all.
