Sadly, yes ! It is permanent.
Among the new generation of academy players, our biggest hopes were two midfielders : Claudio Gomes and Adli.
The first one refuse to sign his pro contract with PSG, saying he wouldn't have enough chances to play. Laughable statement when you see how many academy players plays (notably this year) and the fact he chose to go to Manchester City. We all know how even their top prospects like Foden (and Sancho before) struggle to get play time, and it is no surprise Gomes disappeared either. He is not ready physically either being very short and not bulky.
The second one, Adli, signed his pro contract this year with PSG after having flirted hard with Arsenal. He didn't have the favor of Tuchel though as he was not used as much (almost not at all) as the other academy players and not even called in the pro group training. It is said that he is temperamental and, while very talented, he was'nt working hard enough even in the youth team. PSG then asked him to go on a loan to develop and being confronted to a new environment. He categorically refused. Since he was not ready for the first team and was not putting in efforts in the youth team, the only remaining choice was to sell him.
He got sold for 8 M€ i think with a huge % on sale (maybe 50%). So far, he has not done anything worthy at FC Girondins de Bordeaux.
Our academy players are very disappointing these times. Either not at the level required or with a shit mentality. They think they are already too good because they are in PSG academy (so they are believing their own hype fed by their relatives, friends, etc.), they can't accept they don't quite have the pro level yet or the level required to play in PSG team which is filled with international (as in players consistently with their national teams) players. So, they leave ealy for the money they think they deserve or playing time they think they deserve while not being ready.
Among those who have left, Coman is the only real success. Zagadou can be called a success too since he plays at Dortmund. Dembélé and Odsonne Edouard were/are gods at Celtic but the level is below PSG. We could add Guendouzi that is doing good at Arsenal.
Our future youngster is Zagre, a tiny but very technical and attack minded left back. He looks 12 y.o on the pitch though. There is also Mbe Soh. Then, there are players like Kays Ruiz that was at Barça before, Aouchiche, Kouassi. They are still too far from professional level and not all of them are ready to sign their pro contract (there are some non grata agents in the youth system because they abuse the club by always sending the young players abroad for bigger money before they even become pro at PSG).
