Yes it's gonna hurt a lot if both Arsenal and City are eliminated, i'm not very savvy on how the ranking is made but could there be concrete consequences ?

Yes and no.
Germany will overtake England next year in the rankings, but I'm pretty sure there aren't any differences within the top three.

France however is in danger of losing a CL spot to Russia ( ranked 6th and 7th) in the coming two years.
