With Ter Stegen now out for a very long time, it would make sense for him to come in if he was any good. If the club doesn't trust him right now it's an indirect message to him that they think he's shit and will forever be 2nd GK.

Maybe he's okay with being 2nd GK, but if so - then why are they pushing him for the starting spot ahead of our new signings? Yeah. Even if the club gives Inaki a chance it'll be short lasting. Unless Pena turns into some crazy goalkeeping beast and keeps clean sheet week in week out. But the more likely scenario is he drops a few quick blunders, Flick loses his patience with Pena and starts Szczesny (or whoever we sign) over him.

Inaki should have never been the backup in the first place. Should have been sold a long time ago. People at the club are either really delusional when it comes Inaki and the GKs we got in the academy, or are/were afraid of rocking the boat with ter Stegen by signing an actual good backup or someone to directly compete with him.

Reading too much into it. That’s just a rumour that we’re signing a backup. Could be a backup for Mats too, depends on how you interpret it. But Catalan press is not the holy Bible.

Besides that, Peña was benched in Turkey, had his chance to prove himself here during Steven’s last injury. He certainly knows his place and is lucky to be no2 at Barca. That’s punching waaay above his weight. He will certainly be a backup again as soon as the new GK is match fit. If it’s Szczesny, might take a few weeks.
