Yes, it's only natural for matches to be worse when including more relatively poorer teams. The sieve should stay the same size for sure, perhaps just change the barriers to entry, like they did with qualifying spots through League of Nations
Tactics and systems aren't the focus in a comp where players get together to train 5 times a year. It's just weird to measure it by club standards. It's a test of rapid cohesion and adaptability from both players and coaches. Just different way to go about the sport.

Tactics are horrible at NT competitions.
It is all about chemistry and which NT team will be less bad.
Also, having 5-10 players from the same team like Barca/Real/Bayern often helps against other NT teams with zero chemistry and understanding.
Also, the answer is quite obvious why WC cup stars often flop on a club level (James Rodriguez, El Hadji Diouf and similar).
Because they had 3 good games against shitty NT teams, but are not good enough for club football with more chemistry, better tactics and more cohesive opponents.
