List of players who have done such acts before:

Gareth Bale - Luka Modric - Raheem Sterling - Dimitri Payet I have not seen any accusations towards Madrid, City or any other club.

for City I have definitely seen them, especially during the Sterling transfer many people said that this was planned.

Dembélé pulled his antics off at Rennes in 2015 though, the perpetrator in this case was RB Salzburg, not BVB.

I didn't say they were, but they signed a player who has a history of doing that. Now that he does it again, they suddenly suspect Barça to be behind it because "Dembele ist noch kein fertiger Mann" and "he wouldn't do this on his own". Barça being behind is an assumption, there's just as much evidence to Dembele simply being a prick.

I agree, or that RB Salzburg pulls off similar tactics when they sign players. Most likely the truth lies somewhere between all these factors.

Me and many others already said it and dortmund now confirmed. They want the most they can get out of Barcelona's desperate position. Now I'm very curious what the fee is. Dortmund can ask a ridiculous amount or Barcelona just are being greedy and think they can get him cheap because they are Barcelona.

There are surely more clubs than Barca doing it, Liverpool for example made it very obvious in their Keita & Van Dijk pursuits, PSG probably does similar stuff with Mbappé and his father. But generally Watzke isn't wrong when he says that this is annoying. It's basically nothing else but abusing your status as a large club to bully minor clubs into a vulnerable position.

It is actually less than 150m. According to Watzke the fee is not as high as it is reported.

The implication of Watzke was that Barca, when they scheduled "meetings" in Dortmund (and then Liverpool), didn't just meet with the clubs to discuss a possibility, but also secretly met with the desired players or their representatives to encourage them pushing for a move.

He is assuming and yet accusing. Not once but at the very least twice.

That's not true. He only said the rumored fee is not correct. Could be higher or lower

Yeah, but that's Watzke logic. Remembers me of the Lewandowski transfer where he would refuse to sell him and instead chose forcing him to stay another season and letting him go for free afterwards. Of course, Demebe is a bit of gambling. They could earn a fortune with him, they could keep him and he would be worth even more, or he will be another one seasons wonder like all the Rickens, Halilovics and Bojans. I feel sorry for Bojan though.

Curious as to why you think these clubs must sell the player when they are under contract? The player has willingly signed a contract and the club that owns the contract has the right to make the player see the contract through. The selling team also sets the price and if they want €150m then that's the price for the player regardless of who the buying club is.

Ok, here is the most recent article.
Says it would be bad for the reputation of the whole German Bundesliga if they'll let him go 20 or 30 millions cheaper for the sake of peace and quiet. It would lay down a "warning example".

He said that there was one meeting with Barcelona on the airport in Dusseldorf and that there aren't more necessary. Dortmund is willing to let him go and Barcelona knows the price. He also said that the likelihood of a transfer is under 50 percent.
