It probably means that according to their sources Coutinho is thinking about going publicly about his intentions to leave. Doesn't mean he'll really do anything or even in case he does it's far from guaranteed we'll really get him.

150m for Coutinho is highway robbery. He isn't even that good. Bernando Silva went for 50m. And Dembele also rumored at 150M. Unbelievable. I am almost okay with signing Di Maria for 40m. Just so we don't waste all the Neymar money on these two players. Better to come back next year. Let Liverpool and Dortmund deal with unhappy players. But you seem to forget that they have the biggest spanish talents like Isco, Asensio, Hernandez, Ceballos. Varane is doing a good job in the defence, Casemiro is becoming a great DM. Carvajal is only 25 and Kroos 27. Without losing those players they can keep a great squad for years just by doing some small transfers each summer.

Yes he can. He has a good long range shot and his creativity will also help to find solutions against such teams.
